A source is not decoration. It defines what a public claim can responsibly say—and what must remain unknown.
Source hierarchy
Use the closest authoritative source available.
For court material: official decision first, then official case page or docket, then official legislation or regulator context. Secondary commentary may add context but does not silently replace the decision.
Fact
Supported by an identified source, within its actual scope.
Inference
A reasoned interpretation drawn from facts, labeled as such.
Assumption
A material proposition not yet verified.
Counter-signal
Evidence or perspective that points away from the initial pattern.
Not assessed
A question the available source or current review did not establish.
